Victim Navigator Programme Accreditation: Public Consultation

We are inviting partners, professionals and people with lived experience to share their views on the draft national standards for the Victim Navigator Programme. Your feedback will help shape the final accreditation framework, ensuring the model remains survivor-centred, independent and aligned with best practice across the UK.
About the Victim Navigator Programme
The Victim Navigator Programme places trained Navigators alongside police and frontline partners to support survivors of modern slavery to access safety, care and justice. Navigators act as an independent, trusted bridge between survivors, law enforcement and support services, offering trauma-informed support throughout the recovery and justice process.

The draft national standards have been developed by the Victim Navigator Programme Accreditation Steering Group, which includes survivors, police partners, frontline organisations and sector experts.
About the consultation
We are now seeking feedback from:
- Survivors and people with lived experience
- Police, ROCUs, NCA, probation and safeguarding leads
- NGOs, VCC/SVMS providers and frontline practitioners
- Commissioners, PCCs and local authorities
- Academics, legal experts and human rights specialists
- Anyone engaged in survivor support or justice outcomes
Your insight will help ensure the standards reflect lived experience, professional expertise and the realities of frontline delivery.

How to take part
There are two ways to contribute to this consultation. You are welcome to complete either form — or both.
1. General Consultation Form
Use this form if you would like to comment on the draft standards themselves. All questions are optional.

2. Values & Survivor Experience Form
A plain-language, values-based version of the consultation. This option may be preferred by survivors or partners less familiar with the technical detail of the programme model.

If you complete one form, you are welcome — but not required — to complete the other.
Accessibility and alternative formats
We can provide the consultation in alternative formats (including translated versions, large print, or Easy Read), or support NGOs wishing to run facilitated sessions with survivors.
