Justice & Care joins forces with survivors, law enforcement, frontline professionals, governments, businesses and others to achieve deep impact and lasting change to fight modern slavery and human trafficking. Each play an important part in our story.

Looking through the lens: criminal justice at the heart

Last year, Criminal Barrister Caroline Haughey KC took on the case of UN judge Lydia Mugambe, who was convicted of modern slavery offences after trafficking and exploiting a young woman, forcing her to work as a maid and childminder within her family home.

Describing it as “one of the most challenging of my career”, Caroline highlights the vital role Justice & Care’s Victim Navigator played in supporting the survivor throughout the case and helping secure justice.

“The Victim Navigator kept the complainant abreast, aware, engaged and informed,” Caroline explains. Although the survivor found the experience incredibly difficult, this support helped her feel able to give evidence, knowing the importance and power of her testimony.

Our flagship Victim Navigator Programme provides independent, specialist and trauma-informed support. Navigators help survivors access vital services critical to their recovery and make informed decisions about engaging with investigations to secure justice. In 2025, nearly all survivors we worked with (97%) engaged with a police investigation during this period.

Working as an independent advisor on the Modern Slavery Act, Caroline encountered Justice & Care and was impressed by the desire to change the landscape and look after victims in the criminal justice system better. Her expert knowledge helped shape the Navigator Programme that is used today and she continues to praise the significant contribution of the work of the Navigators in the fight for justice.

We asked Caroline what freedom means to her, she answered:

“In my world of exploitation freedom means autonomy to live fairly, respectfully and respected. It means having a life of choice.”

We are proud to work alongside prosecutors like Caroline, who understand the need for Navigators in supporting survivors to engage with police investigations and secure the justice they deserve.
