Issue Brief – Addressing vulnerability to modern slavery in a growing tide of migration

Large-scale migration is one of the key global economic, political and security challenges of the twenty-first century, with migrants and displaced persons reaching unprecedented levels in recent years. While the role of push and pull factors is well recognised, the underlying characteristics that render migrants vulnerable to modern slavery victimisation are less understood.

This Issue Brief examines the role that migrants’ economic marginalisation and limited access to social and institutional support play – alongside restrictive immigration policies, systematic discrimination against migrants in host societies and labour regulations which give undue control to employers and recruiters. We also explore the growing impact that armed conflict and climate change have on migrants’ vulnerability to modern slavery.
